Can foreigners buy property in Dubai?

Yes. Since 2002, foreign nationals can purchase property in designated freehold zones with full ownership rights, or in leasehold zones for up to 99 years. Dubai has 50+ freehold zones — Dubai Marina, Downtown, Palm Jumeirah, JVC, Business Bay, and most popular areas. UAE citizenship is not required.

A studio in an emerging area like JVC or Dubai South starts from $150,000. A solid 1-bedroom apartment for investment with strong rental yield — from $220,000. Villas start from $700,000, exclusive penthouses — from $2 million.

Off-plan is 15-30% cheaper than the equivalent ready unit, but capital is locked until handover. Ready property generates rental income immediately. For capital appreciation (buy-to-flip) — off-plan. For passive income from day one — ready. Most investors hold both in their portfolio.
